The record moves, it is not copied
The first phone sends its copy, the second receives it, and only then does the first delete its own. The record is never in two places once the handover has finished.
Nothing is lost in between
If the second phone never collects it, the first keeps its copy. The handover waits rather than destroying anything.
The resident is locked while it happens
No second handover can be started for the same resident until the first has completed.
Shifts change, staff leave, residents move between wings. The handover has to be safe enough to do routinely.
